SMARTTool
SMARTTool is a software tool developed by the Government of British Columbia to measure, aggregate and report on greenhouse gas emissions from public sector organizations (PSOs) in accordance with Bill 44 – The Greenhouse Gas Reduction Targets Act. The software calculates emissions created from the following:
- Building (energy and electricity consumptions)
- Fleet Vehicles (and non-standard fleet)
- Fugitive Emissions (refrigerants and anaesthesias)
- Paper Procurement (8 ½ X 11, 8 ½ X 14, and 11 X 17 paper)
Baseline information for RRU was entered for the 2008 and 2009 calendar years. For the 2010 calendar year, each PSO must be carbon neutral with respect to the criteria listed above. Any greenhouse gas emissions will be offset at a value of $25.00/metric tonne to the Pacific Carbon Trust.

This process will occur every calendar year until carbon neutrality is reached. Additional criteria may be added in the future such as business travel, business accommodation, and supplies.
